Director
of ICT Promotion:
Interface and access
point to the
Ministry’s resources
in respect of
promotion and
awareness of ICT
tools. Responsible
for Public Relations
including local and
foreign media,
events message and
MoICT key messages.
Responsible for
promoting and
creating awareness
of the importance of
ICT tools as it
relates to
accelerating social
and economic growth
and development.
Keep the government,
public and private
enterprises fully
informed about
initiatives,
opportunities and
achievements in IT
and
Telecommunications
through local and
world media (press,
TV, magazines,
journals etc).
Establish and
maintain internal
channels of
communications
within the Ministry
so that all managers
and staff become
aware of activities
and accomplishments.
Qualifications:
First
degree in an
appropriate
discipline, such as
Marketing,
Journalism, or
Business with IT
background or
equivalent executive
management
experience and
substantial
achievements in this
field, Master degree
in related field is
a plus. 7 years
experience in
private sector
business and public
relations or
marketing role.
Budget management is
a plus.

Senior
HR Officer/ Admin,
Finance & IT
Support:
Coordinate for the
Recruitment and
Training activities.
Assist in planning,
implementing and
follow-up on HR
functions. Provide
interface for the
team and share
knowledge and
experience with
colleagues to
enhance the team
spirit.
Qualifications:
First Degree in an appropriate discipline,
such as Business
Administration,
Industrial
Engineering or any
other related field.
Minimum 5 years
experience. Quality
Assurance &
Procedures knowledge
is a plus.

Head of
Telecommunications
Policy / Policy &
Strategies :
Monitor
developments in the
Telecom Sector,
including
performance of all
players (fixed line,
mobile, data,
others), and monitor
development of
Telecom
infrastructure to
ensure conformance
with policy, license
agreements and
others. Monitor
competitive
environment to
ensure free
interplay of market
forces, license
agreements, etc… .
Stay up-to-date with
latest developments
worldwide in areas
of wireline,
wireless, and data
communications.
Interact with the
TRC to ensure
implementation of
general policy.
Deliver periodic
updates on legal
issues in the
Telecom Sector.
Assist in developing
new legislations
where required.
Assist with
Ministry’s
responsibilities
with respect to
spectrum allocation.
Assist with
Ministry’s
responsibilities
with respect to
international
bodies.
Qualifications:
First Degree in an
appropriate
discipline, such as
Engineering or
science degree in
Telecommunications
or Electronics. An
additional business
qualification is a
plus. 5-8 years
experience in the
Telecommunications
sector, 3 of which
in a similar
position. Strong
experience in
policy, strategy or
technology in a
Telecommunications
operating company,
preferably in the
private sector.
Familiarity with the
full range of
telecommunication
services and
infrastructure
including: fixed
line, wireless
telephony and data
transmission,
privatization,
liberalization and
regulation of
telecommunication
services, fluency in
legal reading in
both Arabic &
English is a plus.

Quality Assurance
Head Section:
Responsible for managing the existing QMS in MoICT,
assisting in
simplifying the
followed processes,
Validate changes to
QMS documentation
prior to launching.
Prepare quality
procedures in
conjunction with
operating staff;
Prepare and execute
Internal Audit
plans, ensuring the
execution of
corrective actions
and compliance with
specifications;
setting QA
compliance
objectives and
ensuring that
targets are
achieved; ensuring
compliance with
national and
international
standards collating
and analyzing
performance data and
charts against
defined KPI's;
writing technical
and management
system reports;
monitoring
performance through
gathering relevant
data and producing
statistical reports.
Experience in
Business Process
Re-engineering is a
plus.
Qualifications:
First Degree in Industrial Engineering, not less than 5
years experience in
managing and
controlling quality
systems. A lead
auditor
certification in ISO
9000-2000.
