1- Executive summary.
The Government of Jordan’s national e-Government initiative,
launched by His Majesty King Abdullah II, aimed to drive the
nation’s transformation into a knowledge society founded on a
competitive, dynamic economy. Jordan remains committed to this
national vision. As part of its efforts to transform its
society, economy and government, Jordan is pursuing a national
e-Government strategy that aims to:

Deliver high-quality services to consumers,
businesses and organizations;

Improve government performance and efficiency;

Enhance Jordan’s competitiveness;

Ensure public sector transparency and accountability;
-
Reduce costs and increase ease of interaction with
government;

Promote development of Jordan’s ICT sector;

Develop skills within the public sector;

Boost e-commerce activities; and
-
Improve information security.

Vision & mission.
E-Government Vision
E-Government in Jordan is dedicated to delivering services to
people across society, irrespective of location, economic
status, education or ICT ability. With its commitment to a
customer-centric approach, e-Government will transform
government and contribute to the Kingdom’s economic and social
development.
Mission
To manage the transformation of the government towards a more
"customer-centric” approach in the delivery of services by means
of appropriate technology, knowledge management and skilled
staff to implement e-Government initiatives and programs that
are relevant and affordable to the citizens of Jordan.
E-Government Program is a major contributor to the Government of
Jordan’s administrative reform.
And to accomplish this mission, Jordan E-government Program
works to achieve on the following objectives:

Achieve E-services applications.

Identify and build a technological Infrastructure for the
government.
·
Promote and develop needed Legal Framework and regulations.
·
Accomplish effectives Business Process re-engineering.
·
Arrange Knowledge transfer and needed training for the public
sector.
·
Promote and achieve organization’s restructuring and change
management acceptance.

1.
Project management Office (PMO):

|
Project Management Office is concerned for managing
E-Government programs and projects by providing the
support and best capabilities, tools and methods needed.
The PMO evaluates and monitors the progress of the
projects and coordinates with all other streams to
manage their support to the projects. The PMO also
develops all the requirements, reports and plans of the
program and follows up on their implementation.
The PMO targets:

Continued support and follow up, monitoring the progress
of the programs and projects by providing the tools,
consultations and resources needed for that.

Continued follow up on the Work plans and monitoring the
progress of all Program streams based on them.
|

Developing the mechanisms
and methodologies to evaluate and monitor progress in
order to improve continued progress |
|

Following
up on a National level the implementation and
integration of the vertical e-services in the different
Governmental entities with E-Gov services |

Information
Security Stream:
Information
security stream is responsible to identify and minimize the
risks against information assets, and developing essential
strategies, policies and plans to avoid or minimize these risks,
through achieving the following:

Developed Information Security Policy for eGov: which
provides a framework for governmental entity to define
and use the best practices in information security in
its perimeter. |

Developed CERT (Computer Emergency Response Team)
Strategy for eGov: which defines information security
organization on the national level and how to manage
responses to threats and risk may realized. |
|
• |
Developed Information Security Eligibility Criteria:
which aims to define and provides the national standard
for certifying governmental entities before publishing
their e-services. |
|
• |
Participated in developing Enterprise Security
Architecture for eGov: which defines the overall and
detailed security architecture for eGovernment. |
|
• |
Conducting InfoSec Awareness for Public Sector: which is
intended for Information Security Officers in the
governmental entities. |
|
• |
Developing and implementing Identity Management
Strategy: which provides the framework of designing
deploying National Identity Management Solution in the
e-Government . |

Developing and implementing Business Continuity Plan and
Business Continuity Strategy (In progress): which aim to
avoid and mitigate any disruptions for business and
eservices of governmental entities, especially for
shared services in Operations Center of eGovernment |

Operations
Stream
|
|
Operation’s Center is specialized in managing and
operating the overall activities related to eGovernment
operations through supporting entities technical
atmosphere connected on the SGN , Networking and
Information Security supporting e-services
The
Operations’ Center has the following departments;
Applications, System Engineering, Networking,
Information Security and Technical Support. Main
activities provided by the Operations Center are:

Technical
support for IT units in all governmental entities
through the Contact Center. |
|
|
Hosting
and supporting eGovernment shared services like, Payment
Gateway, eGovernment Portal, Contact Center etc… |

Upgrade the existing infrastructure for all government
entities on SGN to support e-government projects. |
|
|
|

4. Strategic Planning & e-services Stream:
|
|
The
strategic planning & e-services stream is concerned in
developing strategic plans for e-government in Jordan
and Coordinate with all concerned governmental and non
governmental organizations which have a direct impact on
e-Government to identify priorities for implementation
of e-government services. The main activities provided
by the strategic planning stream are:

Development
of strategic plans for e-government in general
and especially e-Government Program. |
|
|
Setting the roadmap of the e-government program for the
coming years in alignment with all concerned
governmental and non governmental organizations which
have a direct impact on e-Government projects |
|
|
Select and prioritize potential e-services projects and
other ICT projects in Jordan. |
|
|
Monitor
the implementation of all e-government projects |
|
|
Coordinate with all governmental and non-governmental
organizations in order to be aligned with preset ICT
strategy in Jordan. |

Play a vital role in the e-government Steering
Committee. |
|

Participate with other streams of the e-government to
set their strategic plans |

5.Technology Stream:
The main stream activities are:

5.
Change Management Stream
Change Management stream is concerned with lifting up
all stakeholders and human resources capabilities in the
way that supports acceptance of all concerned
stakeholders to the changes addressed due to technology
and improvements and would guarantee high level of
production and services delivery. Change Management
stream works to improve the following domains: Human
resources, Organization Structures, Organization
Culture, and Technology.
The Stream works to accomplishon the following

stakeholders to achieve the change. |

improvements and changes which will lead to success and acceptance.

6.
Quality, Risk,
& communication Stream
This
stream is one of the main streams in the e-government which manages
the three main pivots on the program's level: Quality, Risks &
Communication through developing special mechanisms and
methodologies for supervising and measuring the performance and the
development of the e-government's projects and establishing,
following up, updating and activating the policies, standards and
procedures for managing the work in e-government program.
The main
activities that provided by QRC stream are: |

Developing and activating the quality management system. |

Developing
the communication strategies on the program level and on the
external level. |
|
|
Managing
the risks and the problems on the level of the program and
contributing in the resolution and following-up. |
|
|
Ensuring
the high quality of the systems and the solutions provided by
vendors. |

Reporting,
monitoring and evaluating the performance and measuring the
development in the e-Government projects and different activates. |
|
|
Ensuring
the high quality of the media materials and information that
published by the program. |

Participating in educating and cultivation to clarify the policies

Brief about each Pillar

Institutional
Framework:
robust institutional mechanisms are an absolute necessity to
manage e-Government. Best practices show that success in
e-Government requires: (i) effective inter-agency coordination;
(ii) centralized, accountable e-Government authorities; and
(iii) direct, regular access of e-Government authorities to
political leaders. Priority actions include: Creation of
ministerial e-Government National Steering Committee (eGSC)
headed by the Ministry of Information and Communication
Technology and including members from the several governmental
entities; activation of NITC as a body to monitor compliance
with e-Government policies and standards; establishment of
standardized e-Government Units within each Ministry and
inter-agency working groups to coordinate key cross-governmental
policies and initiatives; and definition of regular reporting
mechanism to political leadership (Prime Minister) for
e-Government Program and ministries.

Legal
Framework:
development of an effective legal framework for e-Government
requires close coordination and communication among entities in
the drafting and enforcement of laws and regulations. Priority
areas include governance (obligations of government entities
towards e-Government), online transactions (regulations
addressing e-commerce needs), information security regulations
and establishing an enabling framework for
Public-Private-Partnerships.

ICT
Infrastructure:
ICT infrastructure is a prerequisite to e-Government. Long-term
investment in ICT infrastructure is critical to e-Government
services and Jordan’s long term development. At the ICT level,
e-Government is best served by establishing a common technological
direction that applies to all government entities / industry
partners and their individual ICT architectures. This will enable
government entities and their partners to deliver e-Government
services in an integrated manner. Priorities include: development of
guiding principles; establishment of a federated enterprise
architecture; development of both standards and information
security.

Business
Level:
for e-Government to be truly service-oriented and customer-centric,
government must transform the way it conducts its business by
becoming more transparent and more accountable. At the business
level, e-Government will require close attention by the e-Government
Program and government entities executing projects particularly in
the areas of capacity building, change management, project lifecycle
management and communications and marketing.

E-services.
Jordan
E-government program has launched e-gov portal
www.jordan.gov.jo in the last quarter of 2006 as the official
website for the Jordan government. The portal includes procedures
for all governmental entities available to users 24/7. E-services
are available online from various governmental entities to all
Citizens G2C, Business Sector G2B, and Governmental employees G2G,G2E.

5.
Ongoing Information Security Training
•
Information Security Awareness Project aims to disseminate
information security principles and baselines throughout all public
sector employees, to protect and secure information assets that are
owned by governmental entities. The project covers conducting
various workshops to realize its purposes, mainly directed for
InfoSec Officers in governmental entities, after taking the
responsibility to design, prepare and conduct such events inside
MoICT prior to its knowledge of the real needs of governmental
entities about information security features and because it is the
source of information security policies in eGovernment Program.
•
Training employees for the best practices in information security in
governmental entities, including employees, managers and others of
different levels, provides enough awareness level to protect
information assets and handling them in a way can minimize and
mitigate risks and threats can affect e-services provided by
eGovernment or directly to citizens. Successfully, InfoSec Unit
completed training 68 InfoSec Officers from 60 governmental
entities, and still working to complete others until end of 2008

Microsoft Training 2007 – 2009
Under the Strategic Plan for the E-government Program, specialized
training is provided for all governmental entities under the
strategic agreement between MOICT and Microsoft. This training aims
to promote the skills of concerned employees in the governmental
entities in order to proceed with their projects in delivering and
providing e-services. This agreement includes the following training
