Jordan has identified the importance of Information Technology both as an effective tool in catalyzing economic activity and in efficient governance; furthermore its development builds on one of Jordan’s main competitive advantages, skilled human resources.

The REACH study identifies the main challenges and opportunities within the IT industry and the government is fully committed to supporting the recommendations to create a vibrant IT sector. This will be achieved though continuous private sector feedback through the establishment of a public-private sector council.

The ministry aims to create an IT legislative framework that is conducive to investment that incorporates the following components; easily understood, streamlined and taxation-friendly, accessible to global markets, state-of-the-art infrastructure, e-governance and with an attractive corporate environment to local and global investors. In addition, the government will ensure that local IT firms have the widest possible opportunity to participate in joint ventures with industry leaders.

To build on Jordan’s IT competitive advantage, the government will not only enable the environment for businesses growth in the IT sector, but will put a framework in place to improve supporting and related industries. Together this will ensure the availability of world class e-services and competitively positions Jordan to take on global e-opportunities.

The government is committed to promoting the adoption of IT throughout all sectors, for example, it is hoping that by placing its own procurement online it will act as a model for other industries to follow-suit.

The government understands the benefits for the country of having a highly-skilled IT workforce and is working to promote and grow research and development capabilities in public universities and research institutes, as well as joint ventures between the public and private sectors.

The Ministry wants to keep legislation to a minimum and create a self-regulating sector through codes of conduct, model contracts and enforcement mechanisms developed by the industry itself.
