  • Communication Officer: 

     Responsible for Developing and implementing marketing plans for e-Government projects, in addition to developing key messages related to the contribution of e-Gov to the national socio-economic development, Conduct e-Gov promotional campaigns: issuing publications, preparing and conducting presentations, activities such as: workshops, press conferences…etc, Coordinate and participate with promotion personnel to write and implement the e-Government related promotional plans, Promote E-government program in Jordan among different beneficiaries (Government entities, Business sector, and Citizens), Process and direct inquiries of different stakeholders.


    Qualifications:

     First Degree in an appropriate discipline, such Marketing or Business Administration. Minimum of 3-4 years of progressive experience in Marketing, Business Development, PR and Communications, Excellent presentation and writing skills. Ability to establish and maintain effective, professional, working relationships with administration, employees, other departments and different stakeholders. Ability to work harmoniously as a member of a team.

  •  Change Management Officer:

     Participate in change management implementation related to e-Government Program, ensure that Business process re-engineering (BPR), Change Management and Communication are specified and carried out to the e-Government Program Management Office (PMO) standards. Participate in writing, updating and completing Change Management requirements for e-Government RFP’s. Promote and support awareness activities of e-Government program and communicate key messages. Prepare promotional material contents related to Government program and its initiatives/ projects. Organize, participate and conduct events and presentations that contribute to raising awareness on e-Government upon request from the Head of Change Management.

    Qualifications:

     First Degree in an appropriate discipline such as Business Administration or Industrial Engineering, preferably with certification or training in organizational or HR development. Minimum 4 years experience in management consultancy, administrative development or change management. Knowledge of project management standards is a plus.

  • Training Officer:

    Responsible for implementing e-Government national training plans. Ensure the implementation of training policies and procedures. Submit regular reports to the Head of Change Management on the status of training activities. Evaluate training programs and related training materials, and submit relevant reports. Conduct training on training management system and other tools used in the national training programs in the e-Gov program.

    Qualifications:

     Bachelor Degree in an appropriate discipline, preferably in IT. Minimum 4 years experience in training coordination, preferably IT training.

  •  Program Manager:

    Responsible for developing and maintaining E-Government Program strategies and shared services and aligning it with the E-government strategy. Is the single point of contact for any new service request related to the sector he/she will be managing. Develop government-wide and external (private sector) relationships to develop a broad portfolio of related services. Leads the program Working Group. Should be considered as the government’s subject matter expert and thought leader in the area of e-government shared services.

    Qualifications:

     Degree in IT and/or business or any appropriate field. Project Management Certification would be an advantage. 4-5 years management experience, in a related capacity.

  •  Business Analyst: 

     Responsible for gathering and analyzing business requirements for different types of services and systems. Assist program manager and management team in identifying and managing client requirements, goals and expectations. Analyze business requirements and provide various detailed business requirements documentation. Prepare and maintain formal business requirements documentation. Work with different stakeholders to communicate requirements accurately and effectively. Participate in developing system test plans and acceptance testing criteria.


    Qualifications:

     First Degree in an appropriate discipline, such as IT or business or any other related field. A Project Management Certification is a plus. A total of 4 years experience in a relevant field, preferably in an ICT environment or Industrial Engineering. Excellent business analytical skills. Ability to identify and implement appropriate solutions to performance challenges based upon tracking and tendering information. Ability to work effectively without supervision, plan own work schedule and be proactive. Exposure to statistical or financial analysis is a plus. Experience in the Public Sector is also plus.

  • Project Manager:

    Responsible for developing requirements, specifications and project plans for the Infrastructure, Technology, and e-Service projects. Manage and monitor all aspects of e-government projects, covering project management knowledge areas, to ensure the successful delivery of the project. Work with government entities, suppliers, contractors and other third parties to ensure delivery of the project within specification, on time and within budget. Plan, define, verify and control changes to project scope by identifying, analyzing and responding to project risks and issues. Ensure timely and appropriate generation, collection, dissemination, storage and ultimate disposition of project information. Work according to relevant quality standards and procedures by following the Methodologies /Tools/Templates/ Processes/of the program.

     Qualifications
    :

     First Degree in an appropriate discipline and/or Project Management professional certification (PMP), MBA/MS is a plus. Preferably 5 years Project Management experience, most of which is preferred to be in an ICT environment. Candidates should also have high-quality skills in Risk Management, Quality Management, Schedule Management, Cost and Procurement Management, Scope Management, and Communication Management. Private sectors’ experience is a plus.

  • Project Coordinator:

    Assist in the management of e-Government projects and the relationships with internal/external stakeholders to obtain their commitment for effective project implementation and delivery of project results. Assist Project Manager in coordinating on matters related to initiatives & projects’ budgets, timelines, resources, official communication. Assist Project Manager in coordinating with different departments in the ministry to follow up on various issues related to the projects on hand; including the legal, financial, administrative, procedural, and marketing aspects. Assist Project Manager in supervising and approving the vendors' activities throughout the project life cycle based upon PMI standards. Responding to project risks and issues .Ensuring the completion of the implementation phase of a project where all requirements are met and accountability is transferred.


    Qualifications
    :

     First Degree in an appropriate and related discipline, Project Management professional certification is a plus.  At least 3 years experience in Project Management preferably in an ICT environment .Risk Management, Quality Management, Cost and Procurement Management, Scope Management, and Communication Management. Planning, organizing and controlling work; liaison with program management Monitoring project standards of multiple teams (including contractors) and initiating corrective action. Project Scheduling tools (Ex. MS Project) is a plus.

  •  Projects/Program Coordinator:

    Ensure that individual projects are delivered in compliance with PMO standards and norms. Ensure the quality of work performed by the Project Managers on e-Government initiatives. Provide support, guidance, encouragement, advice and mentoring for project managers from other governmental entities. Escalate key issues when required to expedite project implementation and/or ensure client satisfaction. Monitor and coordinate with the PMO and project managers the resources requirements and utilization within the initiation and planning documents of the PMO and the Project Management Standards.

    Qualifications:


    Degree in an appropriate discipline preferably in Engineering or IT. 5 years Experience in Project Management (scope, cost, risk, quality, reporting, etc.) preferably in an ICT or similar environment. Experience in planning, organizing and controlling work; liaison with program management.

  •  Project Management Operations Coordinator/ Administration Assistant:

     
    Assist Head of PMO in matters related to human resources, personnel, procurement, and other non technical matters that are required for the efficient and effective management of the program. In addition to Organizing the daily work of the PMO Head and the department and manage their telephone calls, and arranging for the meetings by preparing the information and data according to the directions.


    Qualifications:


    Bachelor degree in business or equivalent qualification. 3-5 years experience in private sector organizations, Project Management Certification would be an advantage.

    Responsible for reviewing the various technical solutions and ensuring that they will conform to the e-Government architecture, works as a subject matter expert to develop/improve strategic processes and directions, counsel, consult, mentor, recommend and transfer knowledge, advises PMO leadership and clients on strategic technical/business direction, issues and needs, develops long term technology relationships with other GOJ institutions, develops and maintains architecture, provides expertise in strategic emerging technologies, reviews the e-Government Projects’ architectures and designs for compliance with e-Government Architectural standards and policies.


    Qualifications:

    A minimum of a university degree in IT or related field, minimum of 8 years experience in IT architecture, 4 of which in enterprise architecture, design programming skills, solid knowledge in application development methodologies and Software Engineering Principles, solid knowledge in networks, solid knowledge in Web based services, solid knowledge in SLA’s, solid knowledge in migration planning, solid knowledge in IT security, solid knowledge in operating systems, knowledge in contract, data protection, procurement, fraud, commercial and e-transaction laws.

  • Systems Architect:

    Assists and reviews e-Government Projects’ architectures and designs for compliance to e-Government Architectural standards and policies. Assists in supporting other sections on technical issues and needs. Provides support for establishing the baseline of the e-Government architecture. Assists in developing new principles and concepts and innovative solutions. Works as a subject matter expert to develop/improve strategic processes and directions. Anticipates and resolves issues and advocates change.


    Qualifications:

     
    A minimum of a university degree in IT. A minimum of 3 years experience in IT architecture principles design, Good knowledge of multiple technologies of both hardware and software. Object oriented analysis and design programming skills. Strong communication skills. Strong leadership skills.  Experience in Analyzing Business Functions.   • System Engineer:

    Participate in the Design and Development of e-Government infrastructure systems. Analyze and summarize reports that are generated by monitoring tools. Provide performance and capacity planning for UNIX and Windows-based servers in addition of providing specific detailed information for hardware and software selection, implementation techniques and tools for the most efficient solution to meet business needs. Perform technical planning, verification, cost and risk, and supportability and effectiveness analyses for total project requirements. Develop policies to implement backup and recovery strategies. Aid in Disaster Recovery Planning.


    Qualifications
    :

     First Degree in Computer Science, IT or MIS/Engineering, five years experience in a similar capacity or more. Significant experience in researching, developing, analyzing, designing, and testing different systems environment (Windows, Unix, Linux) using engineering and scientific principles. Must be proficient in UNIX and Windows Servers and Active Directory with thorough understanding of DHCP, WINS, Group Policy, DNS, TCP/IP, and routing concepts. Working knowledge of SQL, MOM, and SAN.. Ability to apply technology to improve existing systems and architectur.

  • Networks Engineer:

    Participate in the Design and Development of e-Government Networking project activities .Provides network engineering support including requirements definition and analysis. Analyzes and determines budget requirements and current network systems technology. Creates and maintain technical documentation. Assists with or takes a leadership role in network engineering projects .Designs, and recommend network management systems, software and network communications systems. Provides specifications and detailed schematics for network architecture and specific detailed information for hardware and software selection, implementation techniques and tools for the most efficient business solution.


    Qualifications:


     First degree in an appropriate discipline, such as Computer Science, IT or MIS or any other related field. Minimum of 5 years in the design and support of networks and communication industry. Advanced knowledge and understanding of a range of networking software and hardware systems and related technologies .Ability to analyze and assess network architecture requirements and determine optimum solutions. Extensive knowledge of LAN, WAN, and data communication operations, analysis, and design, access methods and architectures. Preferred Training : CCNA, CCNP, CCDA, MCSE .

  • Senior Systems Architect:

     Responsible for reviewing the e-Government Projects’ architectures and designs for compliance to e-Government Architectural standards and policies. Provides support for establishing the baseline of the e-Government architecture .Applies advanced principles, theories and concepts, as well as expertise in work related to architecture and design. Develop/improve strategic processes and directions. Anticipates and resolves issues and advocates change. Provides expertise in strategic emerging technologies.


    Qualifications:


    First degree in an appropriate discipline, such as IT. Minimum of 5 years experience in IT architecture, 3 of which in Systems Architecture and Design. Experience in Analyzing Business Functions, Experience in Business Process and Role Design, Application Design, and Systems Integration. Experience in Architecture Principles design, building blocks Design, Solutions Modeling.(Solid Knowledge in Application Development methodologies and Software Engineering Principles. Solid Knowledge in Web Based Services).

  •   Business Continuity Analyst:

     Review, update, and lead the implementation of Business Continuity Management (BCM) Strategies and policies. Lead the execution of process level strategy and resource recovery strategy. Conduct Business Impact Analysis (BIA) and Risk Assessments (RA). Develop BCM response, Crisis Management and Business Continuity Plans. Facilitate developing a BCM culture. Conduct BC exercises, maintenance and audits, and contribute to capacity building. Participate in the incident response team and help identify the root cause of security incidents. Recommend solutions for limiting the scope of the incident, eradicate signs of intrusion, and recommend additional controls to prevent future incidents.


    Qualifications:
     

     
    A minimum of a university degree in Engineering/IT/MIS. Work experience in IT, information security or business continuity. Six years work experience in IT four of which in Information Security, Data Center Management, public data networks, network protocols and applications, network infrastructure elements, services. Experience in conducting Business Impact Analysis & Risk Assessments is preferable.

  • Security Incident Response Analyst:

    Review, update, and implement the e-Gov InfoSec Incident Response Policy and other security policies. Resolve problems, address new situations and efficiently handle security incidents. Develop, train and lead the incident response team. Identify the root cause of security incidents. Recommend and implement solutions for limiting the scope of the incident. Eradicate signs of intrusion. Recommend and implement additional controls to prevent future incidents.

    Qualifications:


     University degree in Engineering/IT/MIS
    , communications. A minimum of 6 years work experience in IT or Information security. Work experience in: physical and environmental security, logical and physical access control, risk assessments, security audits, and risk management. Familiarity with information security frameworks as ISO-17799, digital identity management, strong authentication, and encryption technologies. Good understanding of Security vulnerabilities and weaknesses and related attacks and tools (IP spoofing, denial of service attacks, and computer viruses).

  •  Quality and Risk Officer:

    Assisting the QR Manager to ensure that all program documents and deliverables conform to PMO and government standards. Ensuring that the program follows and implements quality standards, and assisting in developing and maintaining a performance management system. Conducting projects health checks (Quality Assurance). Assisting in the implementation of the risks and issues process. Assisting in the timely and appropriate generation, collection and dissemination, storage and ultimately disposition of program information. Assisting in all types of reporting, presentations, publications requested. Maintaining the program library. Preparing special purpose analytical reports upon request. Assuring conducting team building activities for the e-Government team. Responsible for communication tools such as, bulletin board, newsletter, etc….Assisting in HR related issues, HR tracking, training needs assessment for e-gov employees, and performance appraisals.


    Qualifications
    :

    First degree in an appropriate discipline such as, Industrial Engineering or Information Technology and telecommunications. Certification by an accredited Quality ISO 9000 consultancy and/or PMP is a plus. 1 year experience in managing quality systems. Experience in establishing and running a configuration management system, document standards and maintaining a Configuration Control Board. Statistical knowledge is a plus.

  • Quality, Assurance/Quality Control Officer:

     
    Developing, maintaining, and Reviewing the Ops processes and documentation. Quality engineering for all software applications hosted within the Ops. Developing and maintaining the Changes and Configurations Management processes. Developing and maintaining the Release management process. Testing the e-government Applications including the Portal site and verifying the fixed bugs. Continuous review of the e-government Applications documentation including the Portal based on the e-Gov standards. Evaluation and selection of tools for tracking problems and bugs, automated testing, version control, and any other required tools. Maintaining and updating the test cases, test plans, and any other documents based on new changes required for the e-government Applications including the Portal.

    Qualifications:


    Minimum First degree in appropriate discipline such as, Computer Science or any other related field. Minimum 2 years of experience in a capacity similar to e-Government. Excellent QA methodologies & concepts knowledge. Good knowledge in testing tools and database. Experience on IBM technologies, WebSphere Application Server, WebSphere Development Studio is a plus. Website Development experience. Portal Experience. Preferred Training: Reporting Skills, MOF (Microsoft Operation Framework) Essentials, and Portal Training.
