Contact Center Manager:
Responsible for planning, directing and coordinating the daily activities
within the Call Centre, manages
a team of representatives that
receive and place calls with the
assistance of a computerized
system and all related HR and
training needs, ensure all
functions/objectives are
completed in a timely and
efficient manner, liaises with
Operations Centre and government
clients to monitor and support
the level of service offered,
develops short-term and
long-range plans and budgets
based on goals and growth
objectives, recommends &
communicate improvements,
adaptations or revisions in the
Call Centre systems and
procedures, selects, develops
and evaluates personnel to
ensure the efficient operation
of the Call Centre, assists in
the development of policies and
procedures in conjunction with
the Call Centre
Specialist/Analyst.
Qualifications:
Minimum
of bachelor’s degree in computer
sciences/engineering or related
subject, project management or
business development
skills/qualifications, 3 years
experience on a call centre 10
to 20 operator in size, business
experience in planning and
implementing process solutions
for call centers, clear and
consistent ability to
communicate, ability to
assimilate, report data and
stats, ability to plan and work
within a budget and produce
financial reports.

Change Management Officer:
Participate in
the change management
implementation in the
e-Government Program, ensure
that business process
re-engineering (BPR), Change
Management and Communication are
specified and carried out
according to the e-Government
Program standards. Participate
in writing, updating and
completing Change Management
requirements for e-Government
RFP’s. Promote and support
awareness activities of
e-Government program and
communicate key messages.
Prepare promotional material
contents related to e-Government
program and its
initiatives/projects. Organize,
participate and conduct events
and presentations that
contribute to raising awareness
on e-Government upon request
from the Head of Change
Management.
Qualifications:
First
Degree in an appropriate
discipline such as Business
Administration or Industrial
Engineering. Minimum 4 years
experience in management
consultancy, administrative
development or change
management. Knowledge of project
management standards is a plus.

Project
Manager:
Responsible for developing
requirements, specifications and
project plans for e-government
projects. Manage and monitor all
aspects of e-government
projects, covering project
management knowledge areas, to
ensure the successful delivery
of the projects. Work with
government entities, suppliers,
contractors and other third
parties to ensure delivery is on
time and within budget. Plan,
define, verify and control
changes to project scope by
identifying, analyzing and
responding to project risks and
issues. Ensure timely and
appropriate generation,
collection, dissemination,
storage and ultimate disposition
of project information. Work
according to relevant quality
standards and procedures by
following the Methodologies
/Tools/Templates/ Processes/of
the program.
Qualifications:
First
Degree in an appropriate
discipline and/or Project
Management professional
certification (PMP), MBA/MS is a
plus. Preferably 5 years Project
Management experience,
preferably in an ICT
environment. Candidates should
also have high-quality skills
in Risk Management, Quality
Management, Schedule Management,
Cost and Procurement Management,
Scope Management, and
Communication Management.

Project Coordinator:
Assist in the management of
e-Government projects and the
relationships with
internal/external stakeholders
to obtain their commitment for
effective project implementation
and delivery of project results.
Assist Project Managers in
coordinating matters related to
initiatives & projects’ budgets,
timelines, resources, official
communication. Assist Project
Manager in coordinating with
different departments in the
ministry to follow up on various
issues related to the projects
on hand; including the legal,
financial, administrative,
procedural, and marketing
aspects. Assist Project Manager
in supervising and approving the
vendors' activities throughout
the project life cycle based
upon PMI standards. Responding
to project risks and issues.
Ensuring the completion of the
implementation phase of the
project where all requirements
are met and accountability is
transferred.
Qualifications:
First
Degree in an appropriate and
related discipline, Project
Management professional
certification is a plus. At
least 3 years experience in
Project Management coordination
preferably in an ICT
environment. Risk Management,
Quality Management, Cost and
Procurement Management, Scope
Management, and Communication
Management. Planning, organizing
and controlling work; liaising
with program management
Monitoring project standards of
multiple teams (including
contractors) and initiating
corrective action. Project
Scheduling tools (Ex. MS
Project) is a plus.

Senior Systems Architect:
Responsible for reviewing the
e-Government projects’
architectures and designs for
compliance to e-Government
Architectural standards and
policies. Provides support for
establishing the baseline of the
e-Government architecture.
Applies advanced principles,
theories and concepts, as well
as expertise in work related to
architecture and design.
Develop/improve strategic
processes and directions.
Anticipates and resolves issues
and advocates change. Provides
expertise in strategic emerging
technologies
Qualifications:
First
degree in an appropriate
discipline, such as IT. Minimum
of 5 years experience in IT
architecture, 3 of which in
systems architecture and design.
Experience in analyzing business
functions, experience in
business process and role
design, application design, and
systems integration. Experience
in architecture principles
design, building blocks design,
solutions modeling. (Solid
knowledge in the area of
application development
methodologies, software
engineering principles, and web
based services).

Systems Architect:
Assists and reviews e-Government
projects’ architectures and
designs for compliance to
e-Government Architectural
standards and policies. Assists
in supporting other sections on
technical issues and needs.
Provides support for
establishing the baseline of the
e-Government architecture.
Assists in developing new
principles and concepts and
innovative solutions. Works as a
subject matter expert to
develop/improve strategic
processes and directions.
Anticipates and resolves issues
and advocates change.
Qualifications:
A minimum of a university degree
in IT. A minimum of 3 years
experience in IT architecture
principles design, Good
knowledge of multiple
technologies of both hardware
and software. Object oriented
analysis and design programming
skills. Strong communication
skills. Strong leadership
skills. Experience in Analyzing
Business Functions. Application
design, and Systems Integration.

Networks Engineer:
participate in
the design and development of
e-Government networking
projects’ activities. Provides
network engineering support
including requirements
definition and analysis.
Analyzes and determines budget
requirements and current network
systems technology. Creates and
maintain technical
documentation. Assists with or
takes a leadership role in
network engineering projects.
Designs and recommends network
management systems, software and
network communications systems.
Provides specifications and
detailed schematics for network
architecture and specific
detailed information for
hardware and software selection,
implementation techniques and
tools for the most efficient
business solution.
Qualifications:
First
degree in an appropriate
discipline, such as Computer
Science, IT or MIS or any other
related field. Minimum of 5
years in the design and support
of networks and communication
industry. Advanced knowledge and
understanding of a range of
networking software and hardware
systems and related
technologies. Ability to analyze
and assess network architecture
requirements and determine
optimum solutions. Extensive
knowledge of LAN, WAN, and data
communication operations,
analysis, design, access methods
and architectures. Preferred
certificates: CCNP, CCSP, CCDP,
CCIE.

Head of Operation Unit:
Responsible
for Planning, directing,
evaluating and coordinating of
organizational and tactical
activities of individuals,
conceptualizing, designing,
constructing, testing,
implementing and operating
business and technical
information technology
solutions. Defines the service
framework for the Operation’s
Department. Develops and manages
SLA’s and maintenance contracts
with key suppliers. Participates
in the planning process and
develops the budget for the
Operations Centre. Ensures
continuous operation of security
for e-government operations.
Ensure that infrastructure
initiatives are in alignment
with the strategic plan and are
implemented professionally.
Liaises with Operations Centre,
Government clients to monitor
and support the level of service
offered. Formulates contingency
plans to address schedule
revisions, manpower adjustments,
fund allocations and work and
training requirements.
Qualifications:
Bachelor
degree in an appropriate field
such as IT, Engineering or
related fields. A Masters degree
is a plus. Minimum of 10 years
IT experience in managing an
enterprise class data center
with complex heterogeneous
systems and infrastructure
technologies. Experience in
technology management, software
integration and full life-cycle
applications development.
In-depth knowledge of data
centre best practices, metrics
and monitoring, vendor
management, project management
across multiple platforms and
technologies. Working knowledge
of key IT operating principles,
operating processes, tools and
workflow as well as all major
project management tools and
processes (MS Project etc). Good
knowledge of commercial issues
(e.g. budget planning and
tracking, procurement). A track
record of high teaming,
flexibility and ability to adapt
in a rapidly changing
environment. Experience in
managing multiple stakeholders,
technology vendors relationship,
including setting, implementing
and monitoring Service Level
Agreements (SLAs) with
certification in a recognized
Service Delivery methodology,
preferably ITIL. Experience in
building and improving the IT
capability of an organization
around operations and delivery
of IT services with a drive for
continuous improvement.
Demonstrated experience in
translating business strategy
into technical strategy.
Experience in managing 20+
technical team members with
strong emphasis on building
collaborative relationships and
effective teamwork.

Head of Program Management Unit:
Responsible for
the day to day operation and
management of the program
Management unit for the
e-government. Support the
Director of e-Government, the
Secretary General and the
Minister with reports and
subject knowledge of the
e-Government Program and
individual e-Government
projects. Maintaining the
National e-Government Integrated
Program Plan and reporting on
the status of the National
e-Government project portfolio.
Supervise the project plans on
the program level to identify
and manage internal and external
dependencies and overlaps.
Develop and manage Program
Resource Plan. Oversee the
identification, linking and
monitoring of risks and
milestones and the agreement of
mitigating actions, and maintain
reporting on status of PMO.
Develop and manage the program
budget. Coordinate with MoICT
administrative staff for
financial, legal and human
resources issues. Ability to
conduct projects presentations
and PMO projects status reports
to senior management.
Contributing to the
transformation of the
e-Government into a center of
excellence in the areas of
projects and program management.
Qualifications:
Bachelor degree in an
appropriate field such as
Engineering or Business
Administration, a Masters degree
is a plus. Minimum of 10 years
of proven experience in program
and project management, risk
management, business process
re-engineering, change
management and quality systems
in complex multi-stakeholders
projects, with associated
certifications such as PMP
and/or PGMP and/or
PRINCE. Experience in contract
management, program planning
experience, strategic planning,
risk management, and in-depth
experience in project
management. High verbal and
written communication skills
with the ability to interface
with senior management,
technical teams and projects
stakeholders. Solid
quantitative, qualitative and
problem solving skills. Solid
negotiation, leadership and
interpersonal skills.
Demonstrated ability with
projects from start to finish
including estimates, resources
management, defining
deliverables, work plans,
reporting, documentation and
effective projects closing. IT
skills related to MS Office, MS
Project and collaborative
software.
