Background
Policies
and Strategies Directorate plays a vital and effective role, through
its different departments, in defining appropriate policies and
strategies that aim at developing the ICT and postal sector in
Jordan and monitoring developments in relevant sectors to assess and
ensure the viability of these policies and strategies.
This
directorate has several departments which work together in order to
achieve the vision and mission of the ministry.
The Goals and Mission of the
Directorate
This
directorate aims at developing and monitoring the ICT and Postal
sectors in the kingdom by formulating and defining appropriate
policies and strategies.
This
directorate seeks to achieve the mission of the ministry by:

Preparing and reviewing the general policy of the
telecommunications and information technology and postal sectors
in the Kingdom and setting a national strategic plan in
accordance with this policy in cooperation with stakeholders in
these sectors.

Drawing up plans that encourage investment in the
telecommunication, information technology, and postal sectors in
the Kingdom,
-
Following up the implementation of the Kingdom’s commitments in
international treaties in the telecommunications and information
technology sectors.

Fostering the Kingdom’s interests with states, regional and
international organizations, unions, and commissions concerned
with telecommunications and information technology; and to
oversee the representation of the Kingdom in those forums in
cooperation with the Telecommunications Regulatory Commission,
the ministries, and concerned parties.

Working towards the elimination of impediments in the
telecommunications and information technology sectors through
coordination and cooperation with the Telecommunications
Regulatory Commission and other parties in such a way as to
assist the Ministry in performing its duties and
responsibilities.
Departments
Telecommunications Policies
Department
The
telecommunications policies department formulates and monitors the
implementation of related policies
which aim at developing the
telecommunications sector. It also plays an effective role in
developing
legislative and regulatory frameworks related to the sector.
This
department coordinates and cooperates with the Telecommunications
Regulatory Commission to eliminate any impediments in the
telecommunications sector . It also conducts sector related studies
that aim at promoting the advancement of research and developments
in the areas of telecommunications.
IT Policy Department
The
IT policy department aims at setting IT policies and monitoring
developments in the IT sector in Jordan including performance of all
stakeholders, as well as monitoring the development of the IT
environment to ensure conformance with the general IT policy and
national ICT strategy.
Staying up
–to-date with latest developments worldwide in the area of IT,
particularly with respect to areas in which Jordan has a competitive
or comparative advantage, the IT policy department assists in
drafting new laws and by-laws where required and monitors the
conformance of the country with international commitments, it also
proposes Policy recommendations and strategic directions for
national programs that will lead to sector growth.
Post Policies Department
The
Postal policy department aims at ensuring a convenient environment
to achieve the general policy goals by formulating government
policies related to postal sector of Jordan and monitoring the
implementation of policies related to post sector concerning the
following:

Continuation of the postal sector reforms within
a licensed competitive framework.
·
Full
liberalization of the Postal services, including
reserved services.
·
Granting
the Jordan Post Company a transitional period after which the
exclusivity of the public operator is terminated, and including all
operators under one licensing system.
This department
also conducts Sector related studies that aim at stimulating
competitiveness, encouraging investment, and improving the quality
of services. It also plays an effective role in enacting
legislations and laws related to the postal sector
by monitoring market developments and amending the
legislative and regulatory frameworks accordingly.
Strategic Planning Department
The
Strategic Planning Department aims at monitoring developments in the
ICT and postal sectors in order to ensure suitability of the
national strategic plan. The Strategic Planning Department also
plays an essential role in defining national ICT and Postal
strategies and action plans that aim at enhancing the
competitiveness of relevant sectors and thus investment in
respective sectors. Strategies and plans are defined by using
appropriate methodologies and following best practices.
The Economic Department
Economic
Department has been established within the Directorate of policies
and strategies in order to empower the Ministry of Information and
Communications Technology (Moict) and external stakeholders to make
informed policy decisions that will contribute to the growth of the
ICT and Postal sectors in Jordan on the basis of established
analytic practices and Jordan-specific data.
The mission of the
Economic Department is to monitor, evaluate, analyze and forecast
the impact of existing or proposed policies on the ICT sector in
Jordan.
The International Representation
Department
The international
Representation Department is the focal coordination point that
drives and shapes the aspects and characteristics of national and
foreign relations across a broad spectrum of ICT and Postal issues
and stakeholders, through direct or indirect cooperation frameworks,
developmental or strategic, public or private, in support of ICT-led
and Postal national, regional and international polices and
initiatives.
The departments'
vision is to widen the scope of our contribution in the knowledge
economy with a view to advancing the information society in
accordance with the World Summit on Information Society (WSIS),
achieving Jordan's Millennium Development Goals (MDGs) and
increasing foreign exchange revenues that are crucial for economic
growth and socio-economic development
